Quick answer

Bubbly Basin is an underwater town. Dive is required before you can enter its paid Expansion Pass content. If a building preview is red, isolate the location and item first instead of treating every red preview as the same water bug.

If the town is still unavailable, use the Bubbly Basin unlock checklist before changing your build.

Use this safe check order:

  1. Read the in-game message first. A red preview only says the current target is not valid; it does not identify one universal cause.
  2. Test the same item on a normal nearby surface. If it works there, return to the original spot and inspect the surrounding blocks or the current objective rather than replacing water at random.
  3. Separate access from placement. If you have not finished the entry requirements, stop here and follow the unlock checklist. If you can enter the town but one target stays red, keep the original build intact and test one change at a time.

Water placement rules to check

Water placement follows two rules that matter when you are building underwater:

  1. Start water beside a block or existing water; it needs an attached edge to begin.
  2. Adjust water height before placing it if your current control layout supports height adjustment.
  3. Do not try to overwrite an existing water source with another water source. Change the structure around the target first, then retry the placement.

These rules help with water placement. They do not prove that every waterfall, window, or roof result has the same solution.
